The Hopewell City Council on April 28 approved two emergency budget amendments to address immediate wastewater system needs and comply with a DEQ consent order.
Council approved a resolution to amend Fund 41 of the water‑renewal budget and to pull a Prince George County settlement of roughly $2.3 million into FY26 to cover emergency pump‑station repairs and related work. Water Renewal Director Matt Ellinghouse told council that meter‑reading discrepancies with Prince George County had changed the expected reimbursement and that the settlement funds are available to address urgent repairs and reduce reliance on rental bypass pumps.
Council also approved a second budget amendment (Fund 32) to roll miscellaneous revenues and an insurance reimbursement into the water‑renewal operations and maintenance budget to pay for additional repairs and equipment replacement at the treatment plant and pump stations. Staff said much of the expense will be shared proportionally with industrial users and that an insurance payout will offset a portion of the cost.
The council voted unanimously on both amendments. During the Fund 41 public hearing, a disruptive public commenter (Mark Burroughs) was removed by deputies after threatening language; council recessed the public comment and proceeded with the vote.
What this means: The amendments authorize staff to proceed with pump station rehabilitation work already scoped (Queen Anne, Jackson Farm, Station Street, Mansion Hill and First Street were discussed during the meeting) and to update the comprehensive pump station evaluation required under the consent order; staff said the updated evaluation will inform future capital planning and grant/loan eligibility.
