Staff confirmed the township's dormant-EDU policy allows an owner to hold a dormant EDU by paying 25% of the quarterly sewer rate, which staff described as $50 per quarter under the current policy. Staff and the solicitor agreed to calculate whether any interim-period charges or refunds apply for the period after January 2022 while the property was in the owner's possession and to apply the same formula being used in a comparable Manning case to ensure consistent treatment.
The board instructed staff to provide the calculation and recommendation at the next meeting. The owner indicated willingness to pay the dormant fee going forward if the board approves; no final refund or retroactive relief was promised at the work session.
