Jason told the board mandatory connection notices went out after prior heads-up letters; of 48 properties required to connect, 17 have finalized connections and eight have not begun the process. "Total mandatory connections were 48 property; currently we have 17 finalized mandatory connections," he said.
Staff explained the township sent two courtesy mailings (November 2023 and March 2024) and a certified mandatory 60-day notice in April. Because certified or regular mail has not yielded responses from eight properties, staff asked whether the board wanted personal outreach. Several supervisors recommended staff hand-deliver the mandatory notice to those addresses to ensure receipt, allow face-to-face discussion of obstacles (for example, waiting on state loan payments), and grant additional time where appropriate.
The board reached a consensus to direct staff to hand-deliver the third notice to the eight nonresponsive properties, attempt personal contact to learn whether residents are awaiting funding or permits, and provide an update on outreach results within roughly one week depending on staff availability. Staff noted legal action would require board authorization; the current direction is outreach-focused.
