Upper Township officials reported the township received a state grant to repair and replace the air conditioning system at the Senior Center on Stage Coach Road, which has been failing for two to three years. The Township placed an emergency appropriation on the agenda (item No. 34) to allow immediate work while staff solicits multiple quotes.
A committee speaker said the winning quote for the emergency repair did not increase because of the emergency designation, but another member emphasized that even in an emergency the committee should attempt to obtain at least two quotes and try to solicit a third. Staff said they were waiting on an additional quote and attempting to solicit a third.
A committee member and staff said, for transparency, that emergency procurement and routine quoting are different processes: an emergency allows quicker action but does not remove the committee’s internal controls. The committee approved the consent agenda, which included the emergency-appropriation item, with the caveat about pursuing additional quotes before final award.
The committee also noted continuity-of-service arrangements: the senior-center programs will temporarily operate at the community center while repairs proceed, and the county is assisting to ensure services continue during the closure.
