Upper Township adopts Pinelands compliance ordinance widening stormwater analysis

The ordinance, explained to the committee as implementing changes required by the Pinelands Commission’s December 2023 amendments, increases stormwater analysis requirements for major developments in Pinelands-designated areas. A staff member said projects now must analyze a larger set of projected rainfall events (the ordinance expands required modeled storm events compared with prior rules).
The public hearing was opened and closed with no comments. Committee members then moved to adopt the ordinance and the roll-call vote carried with all members present voting yes.
The change places Upper Township in alignment with the Pinelands Commission’s updated regulations and is limited to development in land designated as Pine Lands. Committee members said the amendments bring local code into compliance with state-level requirements and will require engineers and applicants to submit expanded stormwater projections for major projects.
The ordinance took effect following adoption as the committee completed the formal vote. The committee scheduled no additional public action for this ordinance at the meeting.
