Grand Terrace council introduces ordinance updating speed limits after citywide survey

Senior Management Analyst Shenita Tillman presented the results of a 2024 speed zone survey covering 21 locations across Grand Terrace and recommended amending Chapter 10.08 of the Municipal Code to align posted limits with the engineers' 85th-percentile analysis and roadway characteristics.
Tillman said surveys were conducted in January–February 2024, with data collected from at least 100 vehicles per segment or two hours of observation. Staff recommended specific changes including reducing Barton Road from 45 mph to 40 mph and increasing portions of Main Street from 25 mph to 30 mph where traffic patterns had changed. Tillman explained the 85th-percentile method and noted the city will purchase and install new speed-limit signage to match adopted limits.
Councilmembers pressed staff on residential exceptions, enforcement and signage placement. Lieutenant Lane confirmed that with a current speed survey in hand, deputies can use radar and laser enforcement with a higher likelihood of citations being upheld in court. Council discussed targeted enforcement, traffic-calming devices and planned installation of two radar speed feedback signs on Grand Terrace Road before the end of July.
The council introduced the ordinance to repeal and replace Chapter 10.08 and voted unanimously to move it to second reading for final adoption.
