Advisory committee recommends FURA bylaws update; Resolution 26-02 forwarded for adoption

The Phoenix Urban Renewal Agency Advisory Committee voted to recommend adoption of revised bylaws for the agency, passing Resolution 26-02 by roll call at its March 12 meeting at the Phoenix Plaza Civic Center. The motion to recommend the bylaws was approved unanimously by members present.

Zach, who presented the draft, said the resolution repackages previously discussed bylaws with minor clarifying edits, including language on quorum, order of business and voting. The draft clarifies that the FURA chair "only votes in the case of a tie by the board" and that the chair does not count as a voting member unless they vote to break a tie. Members debated wording in the officers exhibit and agreed to simplify an awkward sentence that previously read unclearly.

The committee also considered attendance and agenda rules, with one member proposing changing the agenda-submission window from "one week" to "10 days" to accommodate closely scheduled meetings. Staff agreed 10 days would be workable and said they would incorporate the edit. Paul and other staff recommended keeping frequently changing reference links as an exhibit rather than embedded inside the main bylaw text so updates would not require returning to the board.

A motion to "approve Resolution number 26-02 adopting FURA bylaws as recommended for approval" was moved and seconded; the roll call vote recorded all present members as voting yes. The committee will forward the recommended bylaws to FURA for formal adoption.

The committee is scheduled to reconvene on April 9 for budget and grant program discussions; the committee did not take further action on bylaws beyond the recommendation.

Ending: The recommended bylaws and the recorded edits will be included in the packet sent to FURA; no additional committee votes on the bylaws were scheduled at the March 12 meeting.
