Edinburgh — Baker Tilly consultant Scott Finley presented a proposal on Feb. 9 to put town financial services on a fixed BT+ subscription, and to add a capital improvement plan (CIP) and a fiscal sustainability model intended to forecast revenue and cash‑flow impacts through 2031.
Finley described BT+ as a monthly subscription that bundles recurring accounting and reporting services and proposed adding a five‑to‑ten‑year capital improvement plan and a five‑to‑ten‑year fiscal sustainability model to help the council prioritize projects and evaluate funding strategies. He presented pricing examples: TIFF+ at $1,100 per month and BT+ at $3,800 per month, for a combined package he summarized as roughly $4,900 monthly when CIP and fiscal work are included.
"This fixed monthly fee is going to make budgeting for your financial services a lot easier," Finley said, and he listed deliverables including parcel‑level analysis, scenario modeling for circuit‑breaker credits and the effects of SEA1, and multi‑year cash‑flow charts. Council members asked whether utilities would be included; Finley said utilities reporting is typically handled separately.
Council discussion focused on timing, fund allocation for subscription fees and whether staff wanted the consultants to proceed. Several council members said the proposal looked useful but requested more internal review before authorizing enrollment on BT+.
