At its regular meeting, the Town of Ulster Board took a series of routine but consequential administrative votes, including acceptance of financial and audit reports, personnel actions, and authorization of procurement steps.
The board unanimously accepted final 2023 financial reports for the town clerk's office and Justice report and approved the town's 2023 audit. It also approved the 2024 postretirement welfare benefit actuarial report; board materials include a fund‑balance analysis to be discussed at the next meeting. Deputy Supervisor van cleck requested the four items be published on the town website; the clerk indicated the documents would be posted the same evening.
The board authorized the supervisor's office to sign an agreement related to the Catalyst company, the current owner of the billing‑software vendor, to preserve continuity of billing services.
On personnel, at Chief Barardi's request the board moved to hire three part‑time, noncompetitive (PBA) officers — named in the packet as Emily T walri, Chris J curan and waim M white — paid at a step‑one wage of $27.32, with no town health insurance; the hires were approved by roll call (one member excused). The board also approved closing the Katrine Lane stormwater checking account at the Bank of Greene County as an administrative cleanup for an inactive project and clarified that closing the account does not abandon the project for future consideration.
The board adopted a resolution authorizing the Town of Ulster superintendent of highways to manage staffing and maintenance for all town‑owned parks and approved the town employee handbook as presented; both items were approved and the handbook will be published and distributed to town employees.
On infrastructure, the board reviewed three lighting options recommended by a contracted lighting engineer and directed staff to go out to bid on the most comprehensive option (Option C) to address parking‑lot illumination and reduce light trespass. The board emphasized that going out to bid does not commit the town to installation but will reveal cost estimates.
A motion to adjourn passed at the end of the meeting.
