Public hearings: St. Ann board hears two special-use permit requests; one approved, one left for further consideration

The St. Ann Board of Aldermen on Oct. 7 held public hearings on two special-use permit applications and took differing actions.

For 11140 Old St. Charles Rock Road, the Planning and Zoning Commission recommended denial (4–3). The application — introduced by the board as from an applicant named in the record — would have permitted a rental shuttle facility to park an additional 65 buses adjacent to the main lot. Board discussion raised neighborhood concerns about buses remaining on the site; no motion to approve was made during the hearing and the matter was left without approval, consistent with the PNZ recommendation.

The second hearing concerned a proposed auto service business at 3598 (applicant Kevin Roberts), where the new owners described continuing an existing family business with limited staff. Kevin Roberts told the board he and his wife would run the shop, keeping hours Monday–Friday and some Saturdays. Board members and nearby residents spoke in support, and the board moved and approved the special-use permit for the 3598 location.

The board stated that earlier business history and neighborhood compatibility were considered; for the 11140 Old St. Charles Rock Road request, opponents and unresolved concerns about vehicle storage and bus parking were central to the PNZ recommendation. The record shows staff will follow up on next procedural steps for each application consistent with zoning rules and any appeals or further committee consideration.
