Public works details stormwater projects completed and planned across Panama City Beach

Interim Public Works Director Kathy Y. presented a detailed review of the city’s stormwater Capital Improvement history and upcoming projects at the July 25 meeting.
Kathy Y. summarized how the city’s stormwater program began with a 2006 resolution establishing a stormwater service assessment and a 2007 stormwater master plan and hydraulic model that identified priority projects. She traced completed projects from 2010 through 2024 — including Low Water Drive subdivision work, Colony Club projects (2010, 2020, 2024), Coral Drive (2011), Glade subdivision improvements, Calypso and other outfall upgrades, Gulf Highlands drainage improvements (under Front Beach Road), and recent Bahama Beach connections — and showed before-and-after photos for 2023–24 projects.
She described funding sources used for past work (assessment fees, FD grant funding, Community Development Block Grants for disaster recovery, and Hazard Mitigation Grant Program funds for sites affected by Hurricane Michael) and explained that design, permitting, bidding and council approval precede construction. Looking forward, she identified projects such as Randy Road (flooding at an intersection that leaves half the road underwater during heavy rain), a low-water-basin water-quality project currently under FD grant-funded design and sampling, offshore outfall work with partial CDBG funding, and the Sansushi Road drainage project under HMGP that may require demolition of a repeatedly flooded house to create positive discharge.
Council members asked about the stormwater master-plan update cadence; Kathy Y. said the model and as-builts are continually updated with consultant support and that the program maintains an evolving contract to keep data current. Members thanked staff for long-term project delivery and noted local relief in flooded neighborhoods like Eagle Drive. The presentation concluded with a reminder that many in-house maintenance projects are performed by staff and are not on the CIP list.
Council requested no immediate policy change; the presentation served as an informational briefing and grounding for budget and CIP decisions in the coming year.
