Lumberton introduces ordinance to exceed 2025 budget caps; committee approves broad consent agenda including DOT grant application

The Lumberton Township Committee introduced Ordinance 2025-1 on Jan. 3, 2025, described in the clerk's reading as a "model ordinance to exceed the municipal budget appropriation limits and to establish a cap Bank" with a statutory citation included in the reading. The committee approved a motion to introduce the ordinance; a second reading and public hearing were scheduled for Jan. 16, 2025.
During the meeting the clerk read a lengthy consent agenda of resolutions covering appointments, fee schedules, contract authorizations and program participation for 2025. The consent agenda included an authorization to submit a grant application and execute a grant contract with the New Jersey Department of Transportation for a township road improvements project and a separate resolution authorizing an application to the New Jersey Department of Community Affairs for improvements to the Country Village basketball court.
A motion to approve the consent agenda (resolutions 20251 through 20243) passed. Roll-call votes were recorded; Committeeman Benson, Committeeman Robinson and Committeewoman Smith were recorded as voting yes. Deputy Mayor Lori Fay and Mayor Gina Llaca recorded specific abstentions on several listed resolutions: Fay said she would "abstain from 20252 and 202536," and Mayor Llaca recorded abstentions on resolutions noted as 2025005, 2025019, 2025020 and 202536. The clerk confirmed the consent agenda was adopted with those abstentions noted.
In public comment, a resident asked whether the township's work on a local road represented a road project or a development. Officials acknowledged the township has an application with the New Jersey Department of Transportation for work on the referenced road and indicated the township had received notice the application was approved; the meeting record shows officials said "our application had been approved" though the clerk and staff said more details would follow. A separate public question about a total-disabled veteran exemption for a property at 100 Rambling Road was answered with the required process: an application and supporting paperwork are submitted to the tax assessor for recommendation.
No final budget appropriation or new spending was adopted at the Jan. 3 meeting; the ordinance was introduced for further consideration at the Jan. 16 public hearing.
