Staff reported engineering work has started for pavement and lane improvements tied to the retail development, including a potential developer contribution of roughly $200,000–$250,000 for two lanes on the north side of McCormick. The city noted survey and right-of-way work is underway and that some sidewalk segments are funded through a Denton County bond program but that changes in project phasing could jeopardize that funding.
A council member stressed safety concerns for students who walk or bike from the west side of Naylor and Martop to Rodriguez school and requested clarity on timing so the city can preserve funding and ensure sidewalks are installed where needed. Staff said the sidewalk between Winchester and McCormick is planned and that some recently placed sidewalk has been damaged by construction activity; they also described geogrid base repairs for failing pavement sections.
Council asked staff to continue pursuing funding opportunities and to coordinate sidewalk timing with county and developer schedules so work that benefits school routes is not lost in phasing decisions.
