Monee board approves park construction payment and TIF reimbursement for local cafe project

The Village of Monee Board of Trustees approved two construction-related payments and heard an update on a community food market and coffee shop at its April 23 meeting.
The board voted to authorize Pay Request No. 10 to PSI for Fireman's Park Phase 1 in the amount certified at $88,829.72 for work completed through Feb. 28, 2025. Administrator presented the invoice, and a roll call vote recorded five affirmative votes and no dissenters on the motion.
Trustees also approved a Tax Increment Financing (TIF) reimbursement request tied to the village’s redevelopment agreement with Second Place Church/Histori Cafe (agreement dated Aug. 14, 2024). The current request was presented as roughly $85,819.53; staff said that, after this payment, about $8,392.49 would remain under the redevelopment agreement. The board approved the TIF pay request on a roll call vote.
Pastor Dave Short described the project during a visual walkthrough for the board, saying the space now includes a market where clients register through the Northern Illinois Food Bank and choose items a la carte rather than receive a prepacked bag. “We have two commercial grade freezers and a commercial grade refrigerator,” Pastor Short said, describing donated equipment and partnerships with local grocers. He added that Amazon’s Local Good program, Dollar General and other partners have provided ongoing product support.
Volunteer Cindy Lake of Goff Vista Estates described helping clients shop and said the market has helped neighbors leave with groceries that meet their needs. “People actually leave with their cart crying because they got food to last them for their week,” Lake said.
Pastor Short said the coffee shop, Histori, is progressing: interior finish work is under way and the team expects to occupy the building in late May to early June, with coffee service to follow after additional preparations.
The board’s approvals were procedural motions moved and seconded during the administrator’s report and carried on roll-call votes. The meeting packet referenced the redevelopment agreement and the certified invoice amounts; board members asked clarifying questions about the remaining TIF balance before voting.
Next steps noted by staff include processing invoices for payment and continuing construction closeout activities at Fireman’s Park and the Histori/market site. The board did not take additional actions tied to project funding or contract changes during the meeting.
