Wayne DRB approves Monroe Muffler lighting plan after shield tests and neighbor concerns

The Wayne Design Review Board approved Monroe Muffler’s updated exterior lighting scheme on Jan. 13 after the applicant presented lumen overlays and video demonstrating the effectiveness of shielded fixtures and the directional cut-off they provide.
Matt, representing LED Illumination Techniques, said the photometric overlay shows usable light out to roughly 30 feet and explained measured levels: "Underneath the light we got 15.4 foot candles. At 30 ft we're down to 1.1. And then anything over that… at 62 ft we're at 0.005," he told the board while presenting an overlay and two videos taken during a nighttime walkthrough.
Neighbor Mike Lot (7 Doyle Road), who attended the previous month’s meeting, said he appreciated the changes but warned he would not "feel the improvement until the rubber meets the road," asking the applicant to coordinate timer settings and confirm that the dumpster-facing fixture remain off. The applicant said the existing lights are already installed, that one close to the dumpster will be kept off and that shields will remain on the fixtures. He also said timers are currently set to turn lights off around 11 p.m. or midnight but that they can be adjusted if needed.
Board members commended the applicant for providing videos and photometric data, and they voted to approve the lighting plan with the conditions that shielded fixtures remain in place, the dumpster-area fixture stay off, and the applicant work with the neighbor to set practical timer hours.
Next steps: the applicant was asked to follow up with the neighbor on timer settings and to confirm fixture settings to staff; the board recorded no formal roll-call vote in the transcript (approval occurred by vocal assent).
