At the Aug. 13 Select Board meeting members discussed whether rezoning the existing Senior Center parcel from R15 residential to General Business with the Foxboro Center overlay could increase its market value if the town later disposes of the property.
The board noted the select board is authorized to dispose of the property only after town-meeting action; rezoning would be a separate article. One practical constraint discussed: to keep the zoning district contiguous, 69 Central Street (a nearby three-family lot) likely would need to be rezoned as part of the same map amendment.
Board members emphasized that rezoning does not mandate commercial redevelopment: by-right uses (including certain nonprofit or exempt uses such as educational or religious day care) could still occur under existing zoning. They agreed the next formal step would be to let the planning board consider sponsoring a zoning article for town meeting; no formal vote was taken on rezoning at the Aug. 13 meeting.
The board also discussed that rezoning might increase bidding interest and market competition for the parcel, but acknowledged uncertainty about future buyers intentions and the towns procurement constraints when selling property.
The discussion will proceed to the planning board to determine whether to sponsor an article for a future town meeting.
