Council adopts ordinances reorganizing public infrastructure into Public Works and creating Parks and Recreation department
Summary

The Manitowoc Common Council on April 20 adopted a package of ordinances to reorganize city departments, formally creating a Parks and Recreation Department and renaming or amending multiple municipal code sections to reflect the restructuring.
Council considered and approved ordinances that create a Parks and Recreation standing committee and add a Director of Parks and Recreation position, amend references to the Director of Public Infrastructure to Director of Public Works, and update multiple code sections governing boards, public works, harbors, trees, parks, and public grounds. One ordinance (document 354) required a two-thirds vote and was carried with the required margin; the remainder were adopted by unanimous voice vote. The council also adopted a resolution (document 362) authorizing correction of scrivener’s errors arising from the reorganization.
Council members noted the practical purpose of the package: to align departmental names and authorities with the new organizational structure and to avoid having to revisit numerous separate ordinances for language changes. The mayor and Council President indicated they would make appointments to the new Park and Recreation Standing Committee at the next meeting.
The reorganization included related personnel and job-description actions later approved by the personnel committee and full council.
