Manitowoc swears in new fire and police officers, names new police chief and proclaims National Police Week

The Manitowoc Common Council on April 20 held ceremonies recognizing new and promoted public safety personnel and proclaimed National Police Week.
Mayor Justin Nickels administered oaths to Lieutenant Benjamin Molnar and Motor Pump Operator Mark Lyman of Manitowoc Fire Rescue and later swore in Captain Robert Arps and Assistant Chief Craig Jansen. The mayor then administered the oath to John Misurelli, who was sworn in as Manitowoc Police Chief. Following the proclamation naming May 10–16, 2026, as National Police Week and May 15 as Peace Officers Memorial Day, Chief Misurelli thanked the mayor and invited residents to the department’s ceremony on May 13 at 2:45 p.m. between the courthouse and the jail: “This week is always special to law enforcement,” he said.
The swearing-in and badge-pin ceremonies drew applause from council members, family and department members. The mayor and council members described the promotions as recognition of service and continuity in local public-safety leadership.
The meeting’s ceremonial items also included a commendation presented to outgoing Manitowoc County Executive Robert F. Ziegelbauer honoring his decades of public service, and a plaque presented to outgoing Alderman William Debates (District 5) marking his term from April 16, 2024, to April 20, 2026. Ziegelbauer, accepting the honor, thanked colleagues and recalled early City Hall colleagues from his career.
