Chris Murphy explained the amendment grew from a prior rezoning request for a billboard that was denied in 2024. Staff reviewed the National Highway System map and local view‑corridor maps and found US 421 and US 158 were not protected by the county’s existing UDO. The proposed change would add view corridor M along US 421 and corridor P along US 158, with one section of corridor P located between Winston‑Salem and Walkertown where Walkertown officials expressed support for inclusion.
Murphy said staff found no existing billboards within the proposed corridors but identified three parcels at the US 421/Syrus Ferry Road interchange zoned for highway business that would need explicit exemption if the board adopts the corridor. He told commissioners the measure aims to preserve rural and residential character along those segments and that the Planning Board unanimously recommended approval at its March 12 public hearing.
