Disposition of city property to Suland Habitat for Humanity — Council opened and closed a public hearing on the proposed sale of a city lot to Suland Habitat for Humanity by resolution for $2,500 and approved the resolution. No members of the public registered objections during the hearing.
Voluntary annexation hearing date set — Council set a public hearing for Nov. 17, 2025 to consider a 100%-voluntary annexation for property east/west of town. Staff said the annexation area could yield roughly 10 RS1-zoned lots; the southern portion of the annexation area would remain undeveloped until a project proceeds or the land is sold.
Special class C retail alcohol license — Council approved a Class C retail alcohol license application for the Floral Market after staff confirmed the application was in order.
Employee recognition dinner — By motion, the council approved holding an employee recognition dinner on Dec. 17, 2025 and providing an appreciation gift, citing the public purpose required by the Iowa State Code for such expenditures.
Iowa DOT agreement — Council approved a resolution to accept the agreement with the Iowa Department of Transportation for the 7th Street reconstruction/repaving project, completing the formal requirement discussed at the previous meeting.
Other routine approvals in the meeting included the acceptance of minutes from Oct. 20, 2025 and administrative updates on staffing and projects.
