Springfield economic development staff to solicit project-management help for Glenwood phase one

Economic Development Manager Ali Camp told the board the solicitation would bring outside capacity and expertise for land-use work, design, engineering and delivery coordination that staff say are needed to move the project toward “development-ready blocks.” Camp said the work would focus on the technical steps that bridge pre-development paperwork and physical infrastructure delivery.
Camp summarized the proposed scope for project-management services and the roles the consultant would support, including additional land-use tasks, design coordination and infrastructure delivery logistics. “Staff are proposing to solicit for project management assistance in this next body of work to add expertise and capacity,” Camp said. She told the board the team is approximately one quarter behind schedule due to technical review and analysis needed for the preliminary master plan submission.
Chair Stout clarified that staff were asking for authority to pursue a solicitation and not to select individual contractors at this meeting; Camp confirmed the request is to proceed with a fair, open solicitation that will allow local and regional firms to bid. Board member Lovell asked specifically whether local companies would be invited to bid; Camp said the process will be open and fair so local firms may participate.
Camp referenced prior project partners and consultants used in earlier phases, noting the master developers and planning teams that helped frame the project’s goals. She emphasized the project’s intent is to ready blocks for development and grow the tax base rather than simply deliver a road.
The board did not take a formal procurement award at the meeting. Members expressed support for staff to move forward with the solicitation and to return with procurement results or additional recommendations at a future meeting.
