Delhi board approves full slate of appointments, sets financial signatories and routine authorizations

The Town of Delhi board on Tuesday swore in newly elected members and approved a slate of appointments and routine administrative measures, including bank signatories and authorizations for limited highway spending.
Simon Perie, who was sworn in at the meeting, took the oath as a town council member. Daniel Gler also repeated the oath and was sworn in. The supervisor led the meeting and read a packet of appointments covering deputy roles, clerical positions, planning-board appointments and seasonal or part-time hires.
The board named Christina as deputy supervisor and Adam Atkinson as deputy highway superintendent with additional salaries, and appointed Elizabeth Rston as deputy town clerk and registrar of vital statistics. Other appointments included Jay Wilson as chairperson of the zoning board of appeals, Mick Hungerford as bookkeeper, Marian Greenfield as town historian and Gina Middleton as town attorney through the end of the year. The board also approved court staff appointments, a part-time highway clerk and several department-specific hires.
The board moved to approve the entire package of appointments as read and carried the motion by voice vote. The supervisor then read a designation of counter signatures: the supervisor must sign checks; if the supervisor is unavailable the deputy supervisor (Christina) is authorized to sign, with other board members serving as second signers. The board noted that any checks above $5,000 require two signatures.
A separate motion to remove three listed individuals from the town's accounts and add two current board members as signatories was made and carried. The meeting packet also authorized the supervisor to invest idle funds under the state's agreement, updated procurement and bonding provisions, and delegated authority to the highway superintendent to make purchases under $2,500 without seeking board approval.
The supervisor reported she would provide information at the next meeting about bonding a town highway truck, saying the town was "looking at around 4%" interest compared with a reported 5.75%, and that bonding could lower long-term interest costs even if there are upfront fees for bond counsel.
The board authorized participation in Delaware County programs (including a drug and alcohol testing program and a summer recreation program) and approved a TASS agreement with the county planning department for planning support at a stated fee. Committee assignments for the year were announced and the board authorized Elsa to place the town's required public notices in the newspaper of record. With no further business, the supervisor adjourned the meeting.
The actions taken at the meeting consisted of routine organizational approvals and authorizations; no contested policy debates or formal ordinances were taken up at this session.
