Councilors agreed that the evaluation should include a comment field after each scored section so reviewers can explain why they adjusted a denominator or weight for a period. One member requested changing the instruction “please write legibly” to an electronic submission instruction to avoid transcribing handwritten responses.
Staff recommended adding a section for setting next year’s performance goals so the evaluation aligns with measurable objectives. Council also discussed soliciting anonymous staff input (a 360-style survey) for future evaluations and the logistics of whether portions of the evaluation conversation should be conducted in closed session (allowed only at the employee’s request).
Bruce (staff) said the compiled evaluation would be used to inform contract-related compensation components such as bonuses, and that the staff would investigate mechanisms for collecting anonymized staff feedback before the next review cycle.
