Millsboro council approves police promotions, policy updates and donated license‑plate reader camera

Chief Moyer briefed the council Feb. 2 on personnel changes, policy revisions, enforcement activity and equipment purchases. He proposed promoting Sergeants Evan Rogers and Jonathan Zabroski to lieutenant to improve span‑of‑control as the department grows toward authorized staffing levels.

Council approved the promotions by voice vote. After being pinned and recognized, both officers addressed the council briefly: Evan Rogers thanked the town and recounted his service after leaving the Marine Corps; Jonathan Zabroski described his 13 years with the department and said the promotions help develop leadership opportunities.

Chief Moyer also reviewed short‑term enforcement data (noting a single‑month 40% rise in Part I crimes compared with the previous January but cautioning on volatility of month‑to‑month comparisons) and described increased patrols on the road raised in public comment. He told council that a license‑plate reader camera — purchased with proceeds donated by a local golf tournament — would be installed at State and Washington Streets to catalog vehicle plates for searches; staff emphasized the unit was purchased with donated funds and at no direct town cost.

Council approved a set of police policy updates described as housekeeping and legal alignment: renaming "use of force reports" to "response to resistance" to follow state legislation, revising disciplinary procedure language to reflect updated processes, and clarifying jurisdiction exceptions and organizational structure in the department manual. Motions to adopt the policies were approved by voice vote.
