Council authorizes towing-and-storage RFP; animal-control shelter repairs remain under review

The San Diego City Council directed staff on Aug. 14 to draft and publish a competitive request-for-proposals for towing and storage services after a vendor unexpectedly appeared at the meeting without a formally published RFP.
Jennifer Bennett of K3 attended to present a towing proposal, but the city attorney advised the council that considering a single unsolicited proposal would be improper without a competitive solicitation. The council approved a motion to have the city attorney prepare an RFP for towing and storage services for a one-year base term with one-to-four option years and asked that the mayor/secretary publish the solicitation once the draft is approved. Councilors discussed whether the RFP should allow proposals that include towing only and towing with storage to broaden competition.
Separately, Animal Control Officer Cunningham reported the shelter is operating at roughly a 93% live-release (no-kill) rate and is working with regional rescue partners on transfers. Cunningham presented multiple repair and replacement cost estimates for the shelter: several repair quotes (roughly $19k–$26k), small new-building options (approx. $15.7k) and larger modular structures ($37k–$43k), and modular kennel panels quoted at roughly $10,646. Staff described options to reuse existing slabs, connect kennel panels to remote drains or septic, and to pursue phased, interim fixes while planning a longer-term replacement.
Council asked staff to collect complete combined quotes (building shell, slab, kennels, electrical, septic) and return with a prioritized recommendation for interim fixes versus full replacement. No procurement or capital appropriation was approved on the night’s agenda.
