Board approves $1.215M Strayer roof restoration with 25-year warranty

The Quakertown Community School District board approved a recommended contract to restore the roof at Strayer Elementary for $1,215,000 after administrators and roofing consultants urged replacement to avoid larger future costs.

Administration said the Procom/ Garland solution includes removal of wet areas down to the deck, replacement of insulation where needed and a 25-year no-dollar-limit (NDL) warranty covering material and labor, subject to solicitor review. An infrared scan was being arranged to confirm wet areas before work proceeds; administration noted that delaying the work further could raise replacement costs substantially in future years.

Board members pressed on procurement, warranty specifics and funding. The administration said the district could fund the work from capital reserves or include it in the upcoming general fund budget; it committed to providing the board with comparative budgetary scenarios before the June meeting so members could choose whether to use capital reserve funds or include the project in the annual budget.

Several board members stressed urgency to reduce disruption during summer programs, noting ESY programming takes place in the building and the district sought a quick solicitor review to start removal of wet areas promptly. The motion to approve the contract pending solicitor review passed on a voice vote.

Administration said it would circulate the warranty copy and a capital-reserve vs. general-fund funding comparison for the board prior to the next board meeting.
