Council denies request to site second manufactured home on half-acre; septic legality cited

The San Diego City Council voted unanimously on Aug. 14 to deny Victoria Mitchum’s request for an exception to the city’s manufactured-home ordinance that would have allowed a second manufactured home on a half-acre lot.
Council members and staff said county records show only one certified septic system at the property and that, under county/environmental rules, a half-acre parcel typically is not eligible for a second certified septic connection. The mayor and staff told council that authorizing a second home in that configuration would effectively permit two residences on a single lot and could rely on an uncertified or illegal septic system.
The council’s motion to deny the variance cited the lack of a second certified septic system and the state or county regulatory limits on septic systems on small lots; members recorded a unanimous vote to deny the exception.
Mayor Martinez said staff would notify the applicant of the council’s decision.
