Board approves 'Town Hall East' wall signage for Village Theater, tables freestanding monument sign

The Davenport City Design Review Board approved on a vote the wall-mounted signage proposed for the Village Theater at 2113 East 11th Street, which the owners intend to identify as "Town Hall East," and tabled consideration of a freestanding monument sign pending additional design details and staff review.
The property owner, who interrupted to show an example of the historically accurate lettering the owners prefer, said the project aims to restore the building’s original look and support community programming. "Town Hall East ... it's not a revenue stream for us. It's a way to try to get people down to the village and... just ignite it a little bit," the owner said.
The applicant presented several options and said the preferred treatment uses individual off-white or cream letters approximately 24 inches tall, lit from canopy-mounted fixtures that shine upward. Staff member Matt cautioned that final approval of any freestanding sign or dimensional details will require a closer review to ensure compliance with the city's sign regulations: "Staff needs to review and make sure everything meets the zoning code for sign regulations," Matt said.
The board agreed it was comfortable approving the proposed building-mounted letters with the condition that materials and final dimensions be worked out during permitting; the freestanding monument sign was tabled to allow staff or the board to review a more concrete proposal later.
Recorded votes on the motion were: Anderson (yes); Warren (yes); Pomon (yes); Malchek (yes); Martin (yes); H (yes); Sticker (yes); Tilka (yes). The motion passed. City staff will handle final material specifications and lighting details during the permit review and the freestanding sign will return for separate review if the applicant pursues it.
