Davenport design board approves parapet repairs for former Sergeant Peppers building, leaves signage details to staff review

The Davenport City Design Review Board voted unanimously to approve structural repairs and a stucco finish to the parapet and upper façade of a downtown masonry building formerly associated with Sergeant Peppers, while leaving final signage and exact paint tones to city staff for review.
Staff recommended approval of the work as submitted, saying the scope addresses visible deterioration and will help keep the structure in a safe state of repair. "Staff are going to recommend approval of the case in accordance with the submitted work write up and material as it keeps the structure in a good state of repair," a staff member said.
The property owner, who spoke during the review, said he bought the building from Mike Peppers and plans to stabilize the top three feet with a 2-inch offset and a smooth stucco finish before repainting. "I bought the building from Mike Peppers," the owner said, adding that he may later consider smaller commemorative signage: "we might once this is done maybe put something representative of that back on there on a smaller scale" to honor Peppers.
Board members focused on safety and appearance, discussing window trim color and a two-tone palette that would better match the adjacent brick. The board favored a dark charcoal or black trim on the parapet and a tan or brick-matching tone below; members proposed that the applicant return to staff with a specific palette rather than delaying repairs. The applicant described replacing the upper band, giving the façade a subtle profile and matching similar nearby buildings.
Board member Tilka moved to approve the repairs and stucco finish with a condition that staff review and approve final color and any future signage; Martin seconded. The motion passed with the following recorded votes: Martin (yes); Hoff (yes); Stker (yes); Tilka (yes); Anderson (yes); Warren (yes); Malch (yes); Pon (yes).
The board’s action allows the applicant to proceed with building-permit submittals; staff will confirm structural details and compliance with the city’s code during permitting. The board then moved on to the next agenda item.
