Select Board accepts donations, reappoints volunteers, and places CPA question on November ballot

The Winchester Select Board on June 17 handled routine business and a series of formal votes including donations, reappointments and election‑related actions.
Donations and consent items: Vice Chair John Fallon moved — and the board approved — acceptance of multiple donations to the Recreation Department, including $500 from Sports Management Services Inc. for Packer Ellis Tennis Courts; $2,250 from Anchor Society, John's Landscape and Pediatric Dental Associates for the summer concert series; $1,500 from the Winchester Tennis Association for landscaping at the Packard/Packard Ellis seating area; $6,000 from Family Action Network and Stadium Youth Football for the Ginn Light Project; and $100 from Friends of Winterpond to cover annual pond management. The board also approved the consent agenda as printed.
Appointments and reappointments: The board waived the customary 15‑day waiting period and appointed Corinne Ostenault/Arsenal (as announced by the town manager) to a financial analyst position in the treasurer's office. It reappointed Barbara O'Connell to the Wildwood Cemetery Committee (one abstention recorded) and reappointed June McManus McGinnis to the Winchester Housing Authority for a term to expire March 27, 2029 (an abstention was recorded). The board also appointed Vita Belovskaya as the voting high‑school representative on the Climate Action Advisory Committee and amended that position's term to expire annually on June 30.
Election action: By motion and second, the board approved placing the Community Preservation Act (CPA) ballot question on the state election ballot for Nov. 5, 2024 and directed the town clerk to place the prepared question and summary on the ballot. Town counsel reviewed campaign‑related rules about municipal resources and Select Board member participation in outside advocacy.
Lease authorization and consent: The board authorized the town manager to execute an amended lease with Kids Corner for the Mystic School (first lease/amendment terms discussed). The meeting closed after approval of the consent agenda and routine adjournment.
