Ibrahim Sora of the planning department presented a pair of related items: a comprehensive-plan amendment (2026-112-CP) and a zoning case (2026-58-Z) that would remove a northeast portion of the Heritage Crossing regulating plan and re-designate it ML20 (light industrial). Ibrahim said staff recommends approval because the area currently operates as auto repair, manufacturing and storage uses and historical certificate-of-occupancy records from 2008–2020 show continued industrial service uses rather than a meaningful shift toward mixed-use retail and housing.
Ibrahim noted properties with SP1 site-plan zoning were excluded from the zoning case but included in the comp-plan amendment and that homes within the affected area would become legally nonconforming (residents may remain but a significantly damaged home could not be rebuilt as residential). Commissioners asked clarifying questions about the regulating plan, which parcels were excluded, and how legal nonconforming status would be handled; staff reiterated the recommendations and offered to answer detailed follow-up questions at public hearing or council review.
No formal action was taken at the work session; the items proceed in the public-review process with staff recommendations forwarded to City Council.
