Public works outlines landfill-closure, development and waste-tire funds

Cochise County public works reviewed solid-waste finances at the May 28 work session, including closure and development accounts the county is legally required to maintain for future landfill closure and site development.
Public Works Director Jason Fosio said the county will have about $4.1 million for landfill closure and $3.78 million for landfill development by the end of fiscal year 2027, and that solid-waste operations with cash carryforward are projected at about $7.65 million. He also said the statewide-shared waste-tire fund balance referenced in the presentation was $460,106; some of those proceeds are transferred into operations to cover handling and processing costs.
Fosio described professional and capital expenses for closure and operations (examples: professional services lines, vehicle and equipment charges) and noted the county’s contractor for tire processing, identified in the presentation as Crumb Rubber, transports tires for reuse and processing offsite.
Why it matters: Closure and development funds are restricted by statute or state guidance and must be preserved to ensure the county can meet future regulatory and closure obligations. Supervisors sought clarity on required annual contributions and the degree to which those funds can be repurposed.
Next steps: No formal transfer action was taken at the session. Staff will continue to manage the funds according to state guidance and return with any required budget actions or clarifications.
