Haley summarized that site-plan counts differed (applicant: 177 spaces; staff aerial count: 161) while required parking was calculated at 206 spaces, creating an estimated shortfall of roughly 29 spaces. She also noted a Friday update memo from the AutoZone property owner asserting a reciprocal parking agreement that effectively reduces available on-site spaces by 14, and that AutoZone had submitted a letter of opposition expressing concern about parking competition. Commissioners asked whether variances could be mitigated by shared parking agreements and how separation is measured; Haley explained separation is measured property line to property line and that the proposed conversion raises concerns about impacts on residential neighbors.
No formal vote was taken during the work session; the item will proceed to the public hearing and the applicant and neighbors will have opportunities to present additional evidence or proposed mitigation such as off-site parking arrangements.
