Munster council approves budget housekeeping, traffic changes, temporary-loan framework, compliance engagements and safety audits

At its Dec. 10 meeting, the Munster Town Council approved a series of routine but important items including budget housekeeping, traffic-control changes and compliance measures.
The council approved the consent agenda and then moved through several items:
• Ordinance (budget reduction) — Council approved an ordinance to reduce amounts in the 2025 budget as presented. The ordinance was carried on roll call.
• Ordinance 20002 (additional stop signs) — Council completed second reading and authorized enforcement of additional stop signs.
• Resolutions 2158 and 2159 (temporary loans) — Council adopted a framework authorizing the town treasurer to make temporary intra-fund loans if needed (2158) and separately approved extending the statutory repayment date for any such loans to June 30, 2026 (2159). Staff said no loan is expected; these are precautionary, statutory measures.
• Ordinance 2003 (budget transfers) — Council held first reading on technical transfers among expenditure groups (payroll, supplies, services) with second reading scheduled for a January meeting when final adjustments will be presented.
• Ordinance 2004 (dissolve redevelopment authority) — Council moved to dissolve a previously created redevelopment authority that has been inactive since lower-than-expected bids avoided the need for bond financing. Staff said the entity can be re-created if future projects require it.
• Engagement letter with Baker Tilly — Council approved hiring Baker Tilly to perform required IRS arbitrage calculations for the town’s tax-exempt bonds; staff characterized the engagement as compliance-focused rather than a savings measure.
• Title VI implementation plan and ADA transition plan — Council approved minor language updates to both plans and named the town manager as coordinator for each.
• Memorandum of Understanding for road-safety audit — Council approved an MOU with Nerfy (a county partner) to cover an 80% grant share for a road-safety audit of a local intersection; the transcript listed the county share amount incompletely in the record.
