The Planning and Zoning Commission voted to recommend approval of a special-use permit for a carry-out smoothie cafe at 18035 Dixie Highway after hearing testimony from the applicant about operations, parking and timing.
The applicant, Kathy Bracie Smith, told the commission she plans a roughly 1,300-square-foot carry-out smoothie cafe emphasizing organic fresh fruit, a visible service bar and minimal seating limited to a bench or one or two chairs for waiting patrons. "I just want to make it beautiful. That's just just what I do," she said, describing the interior as artful and inviting.
Commissioners probed parking and access. Staff described a jurisdictional street transfer and upcoming restriping this summer that staff said could make about 45 supplemental spaces available under a parking agreement with nearby property owners; the staff noted the work would largely be striping and signage rather than new construction. The commission also confirmed the application requires five parking spaces (one in the rear for an employee plus on-street spaces counted in front). The applicant said she expects hours roughly 7 a.m. to 7 p.m., Monday–Saturday, and plans to open in mid-June pending flooring and equipment installation.
Member Bransky moved to recommend approval of Case 25-10 to grant a special-use permit for a carry-out facility in the B2 downtown transition district for Sunny/Sunny's Smoothie Cafe at 18035 Dixie Highway; Member G seconded. Roll call recorded affirmative votes from Member Bransky, Member Cat and Member Castanada and an additional affirmative response; the motion passed. Commissioners offered the applicant congratulatory remarks after the vote.
The commission also approved minutes with corrections earlier in the agenda and previewed its next meeting on May 22, when a sign-code text amendment and additional special-use permit cases — including a salon and an event center — will be considered.
