County approves three-year insurance brokerage agreement with Horton Group

Bri Roberts, director of physical assets, presented a three-year client service agreement with the Horton Group to provide property and casualty insurance brokerage for St. Joseph County.
"Before you is a client service agreement with Horton...this is for property casualty insurance brokerage for the next three terms," Roberts said, adding the total service fee for the three years is $240,000 — $80,000 payable per year. Roberts said Horton was the most responsive candidate after interviews with multiple brokers and noted included safety-risk-management services (about 40 hours per term).
Eric Dozel, representing Horton Group, confirmed safety services were included in the annual fee. Commissioners asked whether the contract included appraisal-like replacement-cost reviews; Roberts said Horton would perform an assessment replacement cost estimator evaluation to confirm building values for insurance purposes.
The board voted to approve the client service agreement. Commissioners Morton, Hayen and Baxter recorded affirmative votes on the motion.
The contract includes a 90-day termination clause allowing the board to terminate the agreement with notice; Roberts noted that if the contract is terminated before the third year, Horton would not be paid for the remaining years.
