Knox County budget committee approves $13.67 million general fund total, votes to use undesignated airport funds

Committee members heard a presentation from emergency responders earlier in the meeting and then moved through line-item votes for department budgets. Multiple departmental budgets were approved by voice vote, including courthouse building maintenance, public-safety facility maintenance, the district attorney, emergency management and the finance and information-technology budgets. The committee recorded the total general-fund figure of $13,672,861 and accepted individual line items as presented.
Two items drew specific attention: restorative justice and airport funding. The budget committee voted to fund restorative justice at zero dollars; the commission's budget listed $18,750 for that program. A committee member moved to zero fund restorative justice and the motion was seconded and approved during the line-item sequence.
On airport projects, the committee reviewed a separate handout outlining FAA, state and county funding buckets. Committee members approved airport project allocations and later voted to use undesignated airport funds to support project needs. The commission then moved to approve airport projects totaling $4,244,463 and the communications budget of $2,145,444.
Most budget motions passed with voice votes; where numbers differed between the commission and budget committee (for example restorative justice) the difference was recorded in the minutes and will be reflected in final budget paperwork. Commissioners and administrators discussed the need for earlier engagement in the budget process and to recruit additional budget committee members before the fall cycle. The committee announced a special commission meeting June 4 and the regular commission meeting June 9 to continue county business.
