Committee recommends awarding roughly $5.14 million in Department of Public Works contracts

The Improvement Services Committee on May 27 recommended approval of a package of Department of Public Works contracts totaling about $5.14 million, approving low bids for resurfacing, sewer repairs, sidewalk construction and park improvements. The committee's recommendations will be forwarded to the Common Council for final action.
Key awards the committee recommended include:
- A $2,761,544.70 award to Peters Concrete Company for the citys sand-gap resurfacing program (low bidder among four respondents).
- A $721,199 award to Visu-Sewer LLC for Sewers 1-26 (Mary Street Extended sanitary sewer repairs), a sewer lining and manhole-replacement project; staff noted only one bid was received but said the bid was in line with expectations for specialized lining work.
- A $593,408.62 award to Vinton Construction Company for the Finger Road East Town Way sidewalk project (TID-funded), extending sidewalks near East Town Mall and replacing traffic signals at the intersection.
- A $348,176.06 award to Minton Construction Company for Wildlife Sanctuary Birds of Prey site improvements (parks project).
- A $444,080 award to Eight Pines Inc. for the Ted Fritsch Park splashpad (low bid; committee requested schedule details from staff).
- A $111,542.64 annual contract award to Dukes Root Control Inc. for sewer root treatment services; staff described the treatment as a herbicide-foam application used as a preventative measure on a roughly three-year rotation.
- A $53,000 design contract to Berners Shober Associates Inc. for rooftop solar design on DPW garages (only RFP respondent), and a $106,000 design contract to Strand Associates Inc. to update SCADA software and controls for roughly 25 lift stations.
On the root-treatment contract, staff answered safety questions: “It is a herbicide, but its all going through the sanitary sewer system. So, its commonly used,” and said the treatments do not affect drinking water. Alders also probed the 3-year rotation and estimated annual costs.
Committee members flagged two procurement details: Berners Shober was the only RFP respondent for rooftop solar design, and Visu-Sewer was the only bidder on the Mary Street repair (staff said the price matched the estimate). Several contracts were standard annual purchases or capital projects included in the current budget.
Each item was moved, seconded and approved by the committee and will be forwarded with recommendations to the Common Council for final award and contracting.
