Committee recommends submission of citys 2025 ECMAR after staff reports A ratings

The Improvement Services Committee on May 27 recommended approval of the City of Green Bays 2025 Electronic Compliance Maintenance Annual Report (ECMAR) for submission to the Wisconsin Department of Natural Resources.
The Director of Public Works presented the annual sanitary-sewer report, which summarizes the departments maintenance, televising and financial planning for the system. The director said the city received an A rating for financial aspects and an A for sewer-system program elements: “we got a A rating for the financial aspect and an A rating for the sewer system aspect.”
Staff provided additional figures included in the memorandum: in 2025 the city recorded 162 sewer complaints, cleaning coverage of 39% of the system and televising coverage of 22%. The director also reported seven city backups and two sanitary sewer overflows; staff said both overflows were weather-related and were addressed promptly. The report also includes energy-use data for lift stations and a multiyear comparison to prior years.
Alder Ringwood moved to approve the resolution to submit the ECMAR to the Wisconsin DNR; Alder Jelley seconded. The committee voted to recommend approval to the Common Council. The committees action forwards the ECMAR and a recommendation to the council for final action.
