Town manager: extra late-notice call sharply reduced utility disconnections

Town Manager Matthew told the Jamestown Town Council that an additional late-notice phone call to customers slated for utility disconnection, proposed and implemented by utility billing staff, has substantially reduced the number of actual disconnections.
Matthew reported the monthly figures to the council: in September 92 customers were designated for disconnection and, after the second call, 29 were disconnected; in October the numbers were 69 designated and 20 disconnected; in November 20 were designated and 14 were disconnected. "It seems to be working very well and I do appreciate their hard work in getting that out there," Matthew said, crediting utility billing staff for proposing the outreach and noting it both lowered disconnections and improved customer service.
The council did not record follow-up action on the item in the transcript. Matthew framed the change as staff-led and operational; no changes to policy or additional funding were announced at the meeting.
