Chairman Morris hears roads update; Highway 22A engineering work expected to lead to bids in January or February

Chairman Morris opened the meeting and the council approved the minutes from the June 10 meeting before hearing a roads update from Mr. Summerland.

"We've already got ... engineering for Highway 22A," Mr. Summerland said, adding that survey crews are collecting elevations and other data and that "as soon as we get that data in, they'll compile it all and get everything ready for our review and then we'll hopefully get it out for bid." He estimated the work could move in February after the holidays and said bids could be advertised in January or February.

Why it matters: Highway 22A is a long corridor that will absorb much of the available paving budget; Mr. Summerland cautioned that smaller side streets may be delayed if the town spends its limited funds on a single large project.

Details of the plan and condition assessments: Mr. Summerland said crews have inspected or "done pits" on a number of streets that will be affected by concurrent water-line work, specifically naming Pits, Aster, Germaine, the south side of West Street and Maragold. He explained that where new water lines cross roadways the cuts can create irregularities in the driving surface and that crews will core-drill to determine pavement thickness before consulting on milling and overlay limits. "You'll see some white paint on the roads out there ... they're actually core drilling to see how thick the road is," he said.

Budget and bidding approach: Mr. Summerland said bids for the projects could come in "1.5 or greater" (figure quoted in the meeting) and referenced an internal figure of "1.18"; the transcript does not specify units for those numbers. He also told the council the town's paving program brings in roughly $500,000–$600,000 per year, which he described as helpful but limited compared with the size of Highway 22A.

Council members and Mr. Summerland discussed procurement strategy. He recommended packaging multiple smaller streets together in the same solicitation to reduce repeated mobilization charges and to attract more competitive bids for smaller work. "If you bring them back, you just don't get a good bid on one road," he said, explaining that mobilization costs make small jobs less attractive to contractors.

Public-facing information and signage: A participant asked about a new roundabout near Titus Road and whether the town could place signage noting infrastructure-tax funding on completed projects. Mr. Summerland said signs had been used before and that he would check whether the previous stock of signs remains available and could be deployed after paving to show where infrastructure tax dollars have been spent.
