Council adopts ordinance aligning borough purchasing thresholds with state bid limits

The governing body adopted Ordinance 202606 (second reading) to align the borough’s purchasing-authority rules with state public-contracts thresholds, allowing the qualified purchasing agent to recommend awards up to the state bid threshold (the meeting cited $53,000 as the current level) and clarifying quote thresholds to streamline routine procurements.

Borough counsel explained that when the municipality has a qualified purchasing agent, state law permits awarding contracts up to the statutory bid threshold (the attorney noted the figure increases for inflation); the ordinance was written to follow that annual adjustment so the borough need not revise its code each year. Council discussed emergency and administrator purchasing powers; the attorney reiterated that emergency procurement authority already exists under state law and that bill payment remains subject to later council review on the bill list.

On roll call the ordinance was adopted. Proponents said the change expedites routine municipal purchases and reduces administrative delay; some speakers asked for safeguards and oversight, which the ordinance preserves through bill-list review and existing statutory limits on special procurements.
