Gates of Winfield rezoning request set for public hearing; applicants seek preliminary zoning before engineering

Steve Gill of LBL Development introduced a request for a zone change (PC2025-14) for a property bounded roughly by 121st and 129th Avenues, describing a mixed proposal of about 407 residential lots, 19 industrial lots and roughly 243 acres of open space (about 60% of the site). Gill said a floodway meanders through the property and that the team prefers to pursue a zone change before investing in detailed engineering due to the site27s scale and cost.
Town staff and commission members noted that this approach is less common and that primary-plat materials and conceptual road and drainage plans normally accompany a rezoning request, because the commission needs enough detail to evaluate requested PDM waivers. Staff flagged concerns raised at the TAC meeting including the condition of 129th Avenue and a bridge on the route, and noted the Lake County Drainage Board had not yet been approached.
Gill acknowledged the infrastructure concerns and said the team understands drainage and bridge issues will be addressed as the project progresses, and asked the commission what materials it would like to see at the public hearing. After discussion, Commissioner Dave Anderson moved, and Commissioner Tim Clayton seconded, to set a public hearing for March 19.
The commission requested the applicant coordinate with the Lake County Drainage Board, provide sufficient conceptual road and drainage information to evaluate waiver requests and supply a draft notice and supporting materials in advance of the March 19 hearing.
