Forest Hills Mayor Frank Porco named Pennsylvania State Mayor of the Year

The Pennsylvania State Mayor’s Association presented Forest Hills Mayor Frank Porco with its 2025 Mayor of the Year award at the borough council meeting on Sept. 17, honoring his years of local service and a string of community initiatives.
Jim Noak, president of the association, said the organization — which represents borough, city and township mayors across Pennsylvania — selected Porco after a seven-member committee reviewed six nominations. Noak noted the committee considered geographic diversity and the volume of supporting letters; he told the council Porco’s nomination included “about 16 or 17 letters of support,” an unusually large number that helped the committee’s decision.
Scott Funk, chair of the mayor-of-the-year committee, highlighted Porco’s hands-on leadership and record of community programming and public-safety partnerships, saying Porco has been “a strong, dedicated leader and very hands-on” in organizing events and public-safety initiatives.
In his acceptance remarks, Porco thanked public-safety personnel, borough staff, volunteers and his family. He pointed to local traditions — summer concerts and movies in the park, the Fourth of July community day and the long-running haunted hayride — and described efforts underway such as planning for a combined municipal office and police building with solar and geothermal systems and a move toward hybrid and electric police vehicles. “Serving Forest Hills has been the absolute privilege of a lifetime,” he said.
The presentation included visiting mayors from across the region. Porco’s remarks also acknowledged the role of Chief Chuck Williams and others who helped prepare his nomination packet.
The award was presented as part of the council’s regular meeting; the ceremony preceded the meeting’s adjournment.
What’s next: The borough will continue its regularly scheduled business after the presentation. No formal policy actions were taken as part of the award presentation.
