Planning board recommends annexation and rezoning for All Aboard Storage on South Nova Road

The Daytona Beach Planning & Zoning Board voted unanimously on May 28 to recommend a small-scale comprehensive plan amendment and companion rezoning and annexation for All Aboard Storage, a roughly 1.7-acre site on the west side of South Nova Road near Beville Road.
Emilio O'Brien, senior planner, told the board the applicant seeks to change the future land use designation from county urban medium intensity to city retail, and to add a neighborhood O policy (issue C) to further restrict permitted uses on the site. Staff said the amendment reduces the site's potential potable water and wastewater demand and is expected to substantially reduce daily and peak-hour trips compared with previous uses, concluding the amendment is consistent with the comprehensive plan and recommending approval. The Planning & Zoning Board’s recommendation sends the items to the City Commission for first reading on July 1 and second reading on July 15, 2026.
The rezoning component would reclassify about 1.7 acres from Valuchia County General Industrial to City Business Automotive (BA) to allow continued indoor and outdoor storage while permitting limited additional commercial uses. Luke Crinkus, presenting the zoning report, said the requested BA district accommodates the existing warehouse/storage use while city-level controls can limit other BA-permitted activities.
Joseph Posey, speaking for the applicant, described the property as an enclave currently in unincorporated county surrounded by Daytona Beach utilities and jurisdiction. "Let's just go into the city and solve that problem because you have a land owner who wants to do some improvements," Posey told the board, arguing annexation and rezoning would streamline approvals and utility service for an existing facility.
Board members confirmed the property is contiguous to the city and that Daytona Beach utilities will serve the site. The board voted 6-0 to recommend both the small-scale comp plan amendment (DEV2025-156) and the specific zoning map amendment (DB20256) to the City Commission.
Next steps: Both items are scheduled for City Commission consideration (first reading July 1, second reading July 15, 2026).
