An engineering estimate for design and permitting work came back at about $128,600, composed of an $8,000 project management fee, approximately $51,200 for a topographical survey and right‑of‑way assistance, $36,000 for preliminary design, $27,000 for final design and $6,400 for permit assistance. "The number that they gave us was $128,000… The total is like I said 128600," a speaker told the commission.
Commissioners discussed routing alternatives: a shorter routing that requires agreements with two property owners and the fairgrounds versus a route along SR 114 that would require negotiating with many more landowners. They also discussed safety measures—solar street lights and camera systems—and possible assistance from the county (asphalt) and donations from local suppliers.
No formal action was taken; staff said they would pursue engineering clarifications and coordinate with the county and affected property owners. The commission noted that if the INDOT grant is flipped to continue the route west, additional funding questions remain for construction.
