Phoenix FURAC bylaws updated to clarify officer eligibility, adjust agenda timing

Zach Moody, a city staff member presenting the FURAC recommendation, summarized two substantive edits proposed by the FURAC board and recommended for agency adoption. The first clarified awkward wording in Exhibit A about officers, specifically that the FURAC chair must be a member of FURAC and must not also serve as the chair of FURA. Moody said the sentence had read confusingly and staff revised the language for clarity.
The second change shortens the deadline for a member to request an item be added to the FURAC agenda from two weeks to 10 days to align with the committee’s twice-monthly meeting cadence. Moody also said staff will provide a sheet of links to resources (land development codes, Oregon Revised Statutes and similar references) to help FURAC members without attaching those links to the resolution.
A director moved to adopt Resolution 56-02 with the suggested change to the order of business; the motion was seconded and passed by unanimous roll call of directors present. Board members thanked Paul K and staff for their work on the bylaw language and noted the edits will help formalize FURAC’s administrative procedures.
The bylaws changes take effect immediately as the agency adopted the resolution; staff will circulate the updated exhibit language and the resource links to the FURAC board.
