Newberg reorganizes public works into dedicated utility teams, reports multiple projects completed under budget

At the May 26 meeting the Budget Committee heard a detailed public‑works update: staff reorganized crews into dedicated teams for stormwater/sewer, potable water and transportation following the retirement of long‑time employee Russ Thomas.
Staff said dedicating teams to a single utility will concentrate training and improve efficiency. Blake Dorning was promoted to head the streets team, and the director set a goal for APWA certification. Staff gave an early operational success example: a midnight main valve replacement was planned and executed without incident by the water team.
The committee received a capital projects report showing several completed projects came in under budget: first‑street valve replacement (about $20,000 under), HB201 phase 4 ($96,000 under), and the West Franklin storm line (about $200,000 under budget). Staff said the city will solicit bids for an upcoming Main Street valve and pipe project in two phases to encourage competitive pricing and possibly complete several years’ worth of work in one mobilization.
Members discussed future roadwork plans (slurry seal and grind‑and‑inlay work in July–August) and encouraged staff to publicize recent accomplishments in billing statements and online. Staff previewed an early draft budget explainer video to help communicate the biennial cycle to residents; Emily will record portions of the video.
No formal action was taken; staff said any programmatic or bid decisions will proceed through the standard procurement and council approval channels.
