Board approves Prop 28 report, labor agreements and Valley Oaks preconstruction work

The Galt Joint Union Elementary School District board on Monday approved a package of routine and substantive items, including the annual Proposition 28 arts and music report, several labor and classification updates, and preconstruction services for a Valley Oaks school building project.
At the meeting the board voted unanimously to accept the Prop 28 annual report that documents arts programming supported by state funding. District staff reported 3,481 students served through site-based arts instruction, after-school clubs and field trips; the report will be filed with the California Department of Education as required.
Board members also approved multiple personnel and bargaining items. The actions included a declaration of need for fully qualified educators for 2026–27, updates to special education instructional assistant classifications and pay, a reclassification and calendar alignment for Expanded Learning Opportunities staff (self-funded by program revenue), creation of a Skilled Maintenance Technician II classification, and a tentative agreement with the California School Employees Association (CSEA) that adds a step to the classified salary schedule and increases longevity. District staff disclosed combined ongoing fiscal impacts for these changes during the meeting.
On capital projects, the board authorized preconstruction services and a lease-leaseback agreement to support the Valley Oaks multipurpose room, restroom and administration building additions. Staff said two proposals were received and recommended SMB James Construction for preconstruction; architects estimate the full project could be in the neighborhood of $4 million, and the contractor will return a guaranteed maximum price for board approval in June after subcontractor commitments are developed.
All motions were approved by roll call. The board president called for the votes and recorded affirmative votes from Katherine Harper, Casey Raboy, Matthew Ward, Annette Kunzie and Wesley Kaggel.
The meeting adjourned after reports and a first reading of updated health instruction policies; several items (including the Valley Oaks GMP) are expected to return next month for final action.
