Council ratifies contract with Jack Tyler Engineering to replace Otter Creek lift station control panels

The council ratified a contract with Jack Tyler Engineering to replace the control panels on the Otter Creek lift station, citing repeated lightning strikes and aging components that have impaired operation. Council approved the measure by voice and roll-call votes and recorded the resolution number as 2024-26.

City staff described the work as a replacement of the operational control panels mounted on the front door of the station's electrical box rather than a full replacement of the entire box. "This is replacing the control panel itself that you are actually facing that you actually have knob or a screw system on the side of it," a staff presenter said. Staff told the council some existing large control units in the box will remain while the front door panels and several mounted components are replaced.

Council members raised questions about warranty coverage and workmanship. Staff explained that warranties typically cover newly installed manufactured components through the component manufacturer, not all workmanship where old and new parts are combined. Staff said the city could hold payment and require corrective work if installation proves improper or workmanship issues arise.

The motion to approve the contract was made by Council Member Erica and seconded by MC; the council voted in favor. The clerk recorded the resolution number as 2024-26.

What happens next: staff will issue the notice to proceed and the contractor will replace the specified panels and mounted components; staff said they will rely on manufacturer warranties for new parts and will retain remedies for installation defects if they occur.
